Yep. When we did the first migration from old libcom to Drupal (from the post-hack backups), all the character encoding got messed up. I know how to do this properly now, but of course it's too late. This is really irritating and stupid but we're stuck with it. Additionally I think some articles we got from endpage already had messed up encoding which makes it even more confusing.

I've been doing each character from the garbage to the correct value one by one so if you post up:

with the correct character, I can do a global find and replace in the database. Same with any other examples.
