I don't see why he hasn't been banned. I blocked his other accounts but I don't see why an admin hadn't done at least that ages ago.
The user contacted us, owned up to what he did, apologised, and said he wouldn't do it again.
He had been a mostly constructive user over a long period of time, so we decided to let him stay. Especially as it was always very obvious, who his alter egos were, so basically, all he did was make himself look bad.
We didn't bother blocking the alternate identities because, he said he wouldn't use them any more, and if you did, then we would block them.
If he does it again, of course, that is another matter.
