Organization of the 1919 Seattle General Strike

I've been looking for quite awhile now and decided to ask for help.

I'm trying to figure out how the power and decision making process was organized during the 1919 Seattle General Strike. For instance, how did the delegate system work to the Seattle Labor Council as well as the Central Labor Council? Can someone either tell me or point me somewhere where I might find the answer?
