Why would you behead him then crucify him? A waste of a good crucifixion.
Although it's probably best to make sure he's dead though, otherwise these crucifixions can backfire on you.

You'd have to be pretty bad at your job to behead someone and then crucify them while they're still alive.
If they really wanted to scare people they'd run a pipe up the back of the crucifix which periodically squirted ketchup over passers-by.
