I don't understand why the labor leaders would need be replaced. I thought according to the Hooverite world view, the CP already controlled organized labor.

The Catholic Church supported the right wing of the AFL-CIO with the Association of Catholic Trade Unionists, a anti-pacifist, anti-communist split from the catholic worker movement
