The report says that Abo regions are mostly self governing, looks like this is the administration trying to get more control over the regions dressed up as protecting the children.

Not only are they banning booze and porn, all aboriginal kids under the age of 16 will have to undergo a compulsory medical examination to check if they've been abused.
IIRC the government has taken over the territories and can now overide their laws (althought maybe they could already...). They're also gonna link welfare payouts to school attendance and dictate what they can be spent on. Strangely enough, the fact that reports seem to show that white Australians abusing aboriginal children is as much of a problem doesn't seem very important...

Actually child abuse is much more widespread amongst poorer people, like pretty much all kinds of inter-personal violence. It's another reason why poverty sucks. That should hint at a solution based around reducing poverty, not banning porn, but of course that's government for you...

The main question is why has this been done.
Aborigines are in control of quite large tracts of (frequently worthless) land, much of it former crown land. There was an amendment put forward in 2005 to limit the use of the Northern Territory Aboriginal Land Rights Act to transfer land to aborigines with a state limit of 5%.
I'm guessing mining rights are a part of this, or it could be a simple desire to bring the areas under central government control or it could be a patrician move. Or a little of each.
I think it is this territory where aborigines have 27% of the land, although I'm not sure. Most of they land they do own is barren for certain.
Thought this was interesting, the start of an indigenous backlash perhaps?

John. Where did you get that statistic from? I think it's as likely that there's more contact with social services and other government agencies and hence a higher detection rate.
I think they both apply! Poverty and homelessness are conditions in which violence of all kinds can more easily flourish....however the wealthy have the resources to hide their transgressions be they drug abuse, child abuse or whatever via lawyers, pricey rehab, etc etc. Wealthy people don't have any dealings with social services!! And police and other authorities are far more lenient on them even if things get that far which they rarely do which of course is the opposite of how it should be. Also bad wealthy parents do not have children taken away by social services whereas good parents/ok ones who just happen to be poor or vulnerable etc can have their children taken away on the slightest pretext. They can't even talk about it due to the secrecy of the family courts whose secrecy exists to protect the wrongful actions of the State not the vulnerable; some hopes.

"It is now abundantly clear, what many pundits have suspected during the last week," Mr Smit said. "The taking away of lands from Aboriginal people, and given those lands over to commercial interests and mining companies, was always Mr Howard's intent."
"We know, from the now confirmed departure of the Canadian Stephen Harper government from Canada's previous long-standing commitment to the UN Convention on the Rights of Indigenous people, and confirmed influencing of Canada by Mr Howard in this Canadian decision, where Mr Howard stands in relation to the Rights of Indigenous People," Mr Smit said.
"Now we also know what his intent is for Australian Indigenous people." Mr Smit concluded.

NATIONAL, August 17, 2007: The three bills which empower the federal government to intervene in the lives of Aboriginal people in the Northern Territory have finally been passed into law.
In what will go down as the blackest days in the history of modern parliament, at 12:28 pm the clerk of the Senate announced: “There being 56 ayes, and 6 noes, the matter is resolve in the affirmative.”
The Coalition government used its majority in the Senate to push the legislation through, despite widespread anger among Aboriginal people across the nation and innumerable pleas for the legislation to be delayed so that Aboriginal people in the Territory could be consulted on the changes.
But in the end, it wasn't just the Liberals who saw fit to erode the rights of Aboriginal people. Labor joined with the government to pass the laws. And it came amid the barest of scrutiny.
The three bills - which ran to more than 500 pages and will result in massive and radical changes in the lives of Aboriginal people - were scrutinised by a Senate inquiry that sat for just one day.
That inquiry handed its findings to government just two working days later.
Only the Greens and Democrats voted against the legislation, after supporting two Appropriation Bills which push $587 million into the Northern Territory.
From today:
• The federal government can compulsorily acquire Aboriginal land in the Territory for five years.
• All Aboriginal people who receive welfare payments in regional and remote communities in the NT will automatically have 50 percent of their payments quarantined, regardless of their past spending habits
• The government can appoint an 'observer' to attend meetings of Aboriginal or non Aboriginal organisations in the Territory which provide services to the 73 'proscribed' Aboriginal communities which are ear-marked for intervention.
• The government can seize the assets of Aboriginal or non Aboriginal organisations which are providing services to communities, and direct those elsewhere.
• All Aboriginal people who receive welfare payments in regional and remote communities in the NT will automatically have 50 percent of their payments quarantined, regardless of their past spending habits• The government can seize the assets of Aboriginal or non Aboriginal organisations which are providing services to communities, and direct those elsewhere.
How in the hell can this stand?
From the time I've spent in Australia (and maybe some of the Aussies on LibCom might disagree) it's always seemed that in the two major cities, Sydney and Melbourne (especially Melbourne), the Aboriginal communities are as-good-as in another country - outside of the Redfern area in Sydney, there doesn't seem to be much (if any) contact between non-aboriginal and aboriginal Australians. The impression I've got is that, by and large, aboriginal issues aren't a big deal for the majority of the Australian populace, and thus the Federal Government is able to get away with disgusting legislation like this with little to no opposition.
