i don't know anything about this strike, but i did some research on the Daily Gleaner a while back on its representation of British rule and the independence process.
it turns out it was run by predominantly rich white folks in the 1960s who totally dug the queen and were pretty sexist in their reporting about women, and i guess it would probably be similar nowadays too.
and they referred to rastas as 'beards'
there's always been quite a lot of tension between rural and urban areas in jamaica. there's quite a culture difference. politically though, the urban population has generally been more militant when it comes to politics, so perhaps it's a cross between the shock of it, and the guy being a complete cockface
