i guess if you wanna set up something for older people you could speak to the woman who started this... it sounds like she might have done it with no money..
it is the slow burn if you're doing this kind of community organising and wanting to make sure that it takes some kind of radical direction. you need to make sure its something that really fires you up and interests you on a day to day basis and try and think stategically about where you want to take it/ have it develop in a few years time...
