Outing crook landlords

My landlord's a bipolar crook who intimidates and tricks naive Europeans out of their money, and now wants to kick me out cos I wouldn't lend him my speaker system, and my ridiculously well mannered and amiable French housemate for complaining about him and his mates camping out in our flat snorting coke and listenign to music at 9am. I've seen him do this to 4 different people in 8 months in this flat. The flat's beautiful and excellently located, and he never has trouble finding another young European (preferrably a French girl, who he can then attempt to fuck) to extort in the same way after he fucks one person over and kicks them out.
He relies on adverts on internet sites to recruit tenants...I've Googled his name and found there's little facility to publically out him on these sites. How might I do this well? Probably not worth trying to go down official routes, everything's done with handshakes and there's little physical evidence of his gangsterism, plus in general terms, a Mexican law enforcement authority will pretty much take the side of a local landlord over European students who come over as arrogant for not understanding the law. In fact, I don't even think he's done anything illegal.

He's a wannabe, but he's from the barrio and has backup. I'd rather do it anonymously via the internet...

Well is he actually a heavy, or just a wannabe? Getting your own back is one thing, getting your head cracked is another. Unless you're prepared for that kind of thing...
