has anyone come across decent critiques of the PGA guidelines ? links etc
However, the traditional anarcho international feds seem to have mostly ignored the PGA phenomenon.
Indeed.
Actually, the anarchists in Chicago that participated in the Direct Action Newtork were following PGA closely and there were some good discussions of their points of unity, especially after they revised them to reflect a more radical point of view. The only people I knew in Chicago, in fact, with any interest in PGA, were anarchists (aside from myself.)
As for actual listed discussions... Most of that happened a long time ago, no idea where one would find those discussions. The most interesting discussions were of their method of functioning, in which other groups participated such as the people in Toronto who helped organize the events there in 1999-2000.
You might want to see if NEFAC has anything

Long may that continue. I shudder whenever I see those three letters together - whether golf or politics.

You might find some on the PGA website itself (www.agp.org), they've collected together most documents from most conferences and anti-summit events, and I'd imagine at least one anarcho group would have submitted something critical.
