6th Form/FE Colleges pay award?

It seems one college locally in the NW is simply refusing to pay out on a nationally agreed cost of living pay award as reported here:

Is that happening elsewhere as well

Oh, and there's a bigger strike going on organised through the NEU: https://neu.org.uk/sixth-form-colleges-ballot-and-strike I don't really understand how the NEU/UCU split in FE works, whether it's that NEU covers ones that are actual sixth forms attached to schools and UCU covers ones that are fully stand-alone instutitions, or if it's messier than that. Anyway, 30-odd colleges meant to be out on the 20th.
