No it's not ok to have state intelligence as friends, cops might be just about acceptable at a stretch, but what about friends of friends? Who cares. My friends Mum is an ex police woman, and she's a decent person. I'd argue that she was mistaken in her belief that it helped anything, but I don't doubt her positive intentions. "Good people" do counterproductive things through ignorance (I realise i sound like an elitist shite, but there you go).

Treating the question a bit more seriously than it deserves for a moment, I suppose the blatantly obvious answer would be, for cops and squaddies at least, yes of fucking course you're ''allowed'' to be friendly with them. Since they're as likely to be your next door neighbour as anyone else, theres hundreds and thousands of them, they work for a living etc etc.
Secret service intelligence agents as friends however, is probably not the best idea. Why you would even want to be friends with your average spook is altogether another question though, since you get the impression they're likely to be somewhat sociopathic, untrustworthy, insular and weird types anyway. Plus its hardly likely you're going to run into them in the bar. You know the old ''where do you work'', ''oh, i work for Mi5 gathering information on suspected subversives'' isn't that likely to come up in conversation.
a copper at work told me when he got the job all his mates drifted away so police tend to only soicalise with other police which must continuously intensify police 'culture' i suppose...
