Parish Councils in London

Looks like they want to put parish councils in London - dunno if they'll have the same powers as outside, but parish councils are able to provide meeting spaces and there's a legal responsibility for them to be consulted on every single planning application.

Quote:

Neighbourhoods will be given new powers, including those to enable parish councils to deal with antisocial behaviour. Communities will also be given the chance to assume greater responsibility or even ownership of assets such as village halls, community centres, libraries or recreational facilities.

London will be given the right to establish parish councils.

There's bound to be something in there which keeps tabs on what they're able to do and how they'll be consituted, and it's probably to get things away from the borough level. But the Parisian sections were created by the French monarchy...

me mum is the secretary of a parish council out in the wilderness and i get the impression that they pretty much run the whole village. They can even discipline parishoners who diss the parish.

i like to think of it as a 'tea n cakes oligarchy', the tastiest and wooliest form of authritarianism there is... grin

Parish Councils suck

In the country they are composed of the most reactionary

blimps you would hope never toi meet busy bodies with just enough powerr to **** up your life. We all ready have too much of the state in our lives , why create more?

No they dont allow us more control over our own lives other wise Blair would not be in favour of them. They are simply a means of social control

It may well be that Labour know they get full of 'reactionary blimps' so have put it in the manifesto - either because they've got some clever way to put business interests in them, or to hide some kind of other constitutional reform (I'm guessing taking more powers away from borough councils).

The Parisian Sections were set up by the Monarchy, the Petrograd soviet was the St. Petersburg City Council. None of them were perfect, but as municipal bodies they often became revolutionary and were organised non-hierarchically (at least in the context of politics at the time). If they're composed in the same way that Parish councils elsewhere currently are, with the same powers, then there's a lot of potential to make them into directly democractic bodies with limited but expandable control over community resources. If it's left to other political groups/reactionary individuals then it's both a chance missed and may well end up as another means of social control in the way that community policing is likely to be.
