Panarchy?

It's confusing me. Also, can anyone further explain the concept of Panarchy?
Am i correct in assuming that it's completely mental?

John Zube had this amazing idea in the '70s and that was to place the world of anarchism -- that is, libertarianism -- on microfiche, a new, Space Age technology. Then the ah, Internets happened. I dunno about the links not working -- I just downloaded a huge pile of quotes. Anyway, I think panarchy is f'n awesome, and I very much look forward to receiving a letter from the local state authority asking me what political system I wanna live under. My next step will be writing a letter to my local MP alerting them to this amazing theory. If I word it just so, I believe I'll be able to gain their trust and support...

Not that i disagree with the idea of anarchist e-books, have you seen those 'e-book reader' tablets? They're amazing. 'Electronic ink' so it barely uses battery, only to switch on, change the page, then switch off.

I share the love for e-ink. Backlit screens are crappy for reading large slabs of text. It's fairly simple to publish to the e-pub format.
