How about foreign language subdomains like Wikipedia?
en.libcom.org
fr.libcom.org
es.libcom.org
de.libcom.org
for English, French, Spanish, German respectively.
Don't see much point in mixing foreign language texts in with English if most users are monolingual or at best only mild proficiently bilingual. Few users must be multi-lingual and subdomains might be better to manage incoming submitted foreign language texts.
