For most conservatives it is in their best self-interest to have things like decent poverty insurance, health insurance etc, but because these things are extremely expensive on a self-funded basis, and even quite rich conservatives have a chance of becoming poor too.
Because “The modern conservative“ as a rule mistake a "risk pool" for a "scrounger pool" where they would consider someone who gets an insurance payout because their house burned down a "lucky ducky" who has not worked for it but takes it out of the pockets of the "hard working" people whose houses have not burned down but are forced by the jackbooted thugs of the fire insurance company to pay their premiums without getting anything in exchange.
For paying USA taxes is entirely voluntary, and nobody is forced to give a cent to the USA government (I don’t for example I live in UK), and that what tories call “welfare” is really an entirely voluntary insurance pool against misfortune, and that self-insurance is extremely inefficient even for the wealthy (think fat-tail distributions).
