So on the topic on how did ISIS came to power according to this video it happened through the action of USA and CIA

First USA bombed Iraq to pieces leaving a power vacuum, then ISIS based in Iraq moved to Syria, then there was a fight between Assad, the Free Syrian Army (FSA) and ISIS. Then CIA armed FSA to fight Assad, then FSA members jumped over to ISIS taking their CIA funded weapons with them.
Now the story is a bit more complex, however what is interesting is that CIA spends millions and millions (billions?) on spy activities to gather intelligence and such. Is it really true that CIA couldnt detect that FSA had overlap with ISIS? Or is CIA conspiring with ISIS to create more war for the warprofiteers back home at the cost of the lives of the local civil population and at the cost of refugees having to leave their homes and at the cost of EU (and other places like Lebanon) having to handle refugees and at the cost of giving the fascist and extreme right wingers an environment where they can foster?
