The National Guard is under the command of both the state and federal government, since the State Governor mobilised the guard this seems to be a Wisconsin based operation. He's also right that state governors aren't part of the US command structure, indeed there have been several occasions in US history where the state mobilised its guard units in direct opposition to the wishes of the federal government.

Yet another example of urban rebellions being accused of having mindless violence when, in fact, the violence is often quite specifically targeted.
