A circular from KAPD in June 1921 that lists out the regulations for its new Military Organization (MO) after the March Action. According to a police report from 25th April 1921, "the KAPD planned to become completely illegal, eliminate all unreliable elements, expand its intelligence service, and focus its main efforts on its Combat Organizations. The latter are to be primarily focused on sabotage and terror". So I'm assuming the new MO was established as a part of this process. The document can be originally found in "Kommunistische Arbeiterpartei Deutschlands (KAPD)" with the identifier "StAB, 4.65, 504" in the Bremen State Archives.

I.
a. Every comrade of the KAP and Union can belong to the MO, provided there are no doubts about his honesty and strength of character.
b. Only manual workers can be members of the MO.
c. For newly admitted comrades, another comrade must vouch for them.
II.
a. The formation of the MO takes place after the liaison of the local group seeks out trusted individuals in large workplaces and residential districts.
b. Only trusted individuals can become members. The true purpose of the MO must initially be concealed from new recruits.
III.
a. In every large workplace, a trusted person acts as a representative who organizes the MO members according to industries. The groups from different industries do not know each other.
b. Workplaces that consist of only one sector must be divided into work sections. Groups of 10 men each are then formed.
c. Workers from small workplaces are organized into groups of 10 men based on residential districts. Each group is led by a group leader, and above the district is the trusted person.
d. At the head of the local group is the liaison. Where there are more than 500 MO members, a liaison commission of three men is in charge.
e. No position is elective; every functionary is appointed and is accountable to their immediate superior. The leadership of the district (never more than 3 men) is appointed by the main committee of the KAP and the Reich Labor Committee of the AAU. Every functionary is fully responsible for their group.
f. The individual groups remain completely isolated from one another. Meetings are convened by the trusted person.
g. The supervision of the organization is carried out by the apparatus of the KAPD.
IV.
a. The purpose of the MO is to bring about the proletarian revolution and to support our class struggle in every way.
b. The members of the MO know that the violence from the right can be countered with violence from the left. They therefore systematically prepare for an uprising.
c. All members of the MO must be armed. Where this is not yet the case, weapons must be procured immediately.
d. In the event of the outbreak of the revolution or the necessity of an uprising, the MO meets at predetermined locations.
e. The next tasks in the uprising are considered in greater detail in Circular No. 1.
f. Sabotage in the workplace must be systematically prepared so that a shutdown can occur all at once.
V.
a. The financing of the MO is handled by the district. The funds must be taken from those who have too much.
b. For such requisitions, as well as in the case of combat, it is advisable that members from foreign local groups travel to the cities in question.

And these measures taken up by the KAPD were due to continuous police infiltration and repression which resulted in the dismantling of several of its military units and the arrest of its leaders. Measures taken under repression from the capitalist state are fundamentally different from measures taken under the DotP. But you love to conflate everything that you come across so that's no surprise.
