Chile: private property and the rule of law take priority over human life in the post-earthquake chaos

One man has been shot dead by the military and over 160 arrested for expropriating necessities in parts of southern Chile, which are suffering a near total lack of basic commodities following a massive earthquake on Saturday morning.

Submitted by Caiman del Barrio on March 2, 2010

Various voices are starting to emerge from the devastated region, denouncing the urgency of the Chilean government - under the control of left-of-centre Michele Bachelet until she hands over to right wing Sebastián Piñera on 11 March - in deploying thousands of soldiers and police blockading supermarket entrances against 'looters' instead of initiating a comprehensive aid effort.

Many groups, in calling for civil disobedience against the machine-gun wielding military on their rubble-strewn street corners, have drawn comparisons with the military dictatorship of 1973-90. Some parts of the country, such as the rural area around Concepción (Chile's second city), are completely devoid of even the most rudimentary services, implying that Bachelet et al are prepared to let their citizens starve in order to assert the "rule of order".

The chaos in the quake zone has been further compounded by contradictory statements from on high: while one missive ordered supermarkets to distribute basic foodstuffs for free, a regional military commander promised a "severe response" to looting. And as the desperate and the hungry start to target smaller, less well-protected businesses, authorities in Concepción - as well as the regions of Maule and Bio Bio, amongst others - have imposed an indefinite, military-enforced curfew from 9pm-6am. The efficiency of the military in protecting shopfronts is in marked contrast with the clumsiness of the relief effort, which has already seen disaster in the crash landing of a plane on its way to Concepción, killing six aid workers.

Meanwhile, in Santiago, the nation's capital, two occupied social centre reported material damage to their buildings, with others yet to make public pronouncements. Inmates in one Santiago area prison took advantage of the chaos following the 8.8 Richter scale quake - which currently has a death count of well over 700 nationally - to initiate a large-scale escape, with over 200 prisoners breaking free. Around 130 individuals are still at large. The physical well-being - and location - of a number of 'anarchist' prisoners in the Santiago region are still yet to be clarified.

News is also nervously awaited from a number of groups and initiatives in the north of the country. Updates will be posted to Libcom as and when they emerge.

The BBC is now reporting that the curfew has been lifted in Concepcion. However:

Many of the city's 500,000 inhabitants are short of food and have seen their water and electricity supplies cut off.

But lorry after lorry loaded with water, food and mattresses is being held up by the military until the curfew is lifted, reports the BBC's Andy Gallacher from the checkpoint on the outskirts of Concepcion.

The situation seems very complicated, and I suspected what the above account (by Jorge) seems to confirm, namely that organized bands of thugs are trying to monopolize the scarce resources available and in so doing giving the government a pretext to move against all "looters."

A Chilean general has given orders to shoot looters according to
this report
in the Spanish paper Público.

General Bosco Pesce, in charge of the Maule region, was even more firm: "The order to our soldiers has been clear, to [demand that they] stop at the first warning and if they don't obey the second warning, shoot to kill."

The following update from a compa in Temuco yesterday:

Hello all, first of all, to let you know that there is news from Concepción: the companeros are OK, the social centres have resisted the tremours, albeit with serious infrastructural damage. There are still people from the anti-militarist and libertarian scenes who are incomunicado, we hope to establish contact in the next few days. I have been in direct contact with companeros over there [in Concepción], they've been living under military curfew from 6pm-12noon, so as you can all see, the six hours in which they're allowed to move around the streets and search for necessities such as drinking water and food, as well as visiting family, seem to pass by very quickly.

In Temuco (which is normally 4 hours' south of Concepción), we are looking into the possibility of facilitating the arrival of aid for the companeros and social centre in Concepción; specifically, in order that it could be distributed from the social centres themselves. Government aid is starting to arrive in the hands of the soldiers, mostly non-perishable foods. We're hoping to send vegetables which don't go off so quickly, such as carrots and potatoes, as well as blankets, ready meals, etc. There are lots of organisations and NGOS who are collecting here [in Temuco], I don't know their destination[s]. We hope to concentrate on our activists that we know, and their families, friends, circles, homes, etc. In La Fabrika (the social centre in Concepción), details on the aid needed by some companeros will arrive, and we hope to coordinate that info, especially seeing as how now we're stuck with this [situation] for a while. Then, the time will come to collect construction materials, [but not now because] seeing as how the tremors are still continuing (one of 6.5 [on the Richter scale] a fews hours ago). I hope that between everyone, we can find a way to help from the outside. I think it could be tricky, [especially] facilitating the arrival of heavy objects, or even materials, from here in Temuco. Today, we're gonna meet to see if we can get hold of a bus.

I regret to inform you of the death of Erik Von Jentschyk, an anarchist companero from Temuco. He died in the tsunami on the Isla Mocha. He will be remembered as a tireless activist, an ecologist and a defender of the ancestral Mapuche struggle, an excellent person, a forest engineer [tree surgeon?], and a good friend. His [female] partner [?] is yet to be found. We hope to [soon] have more news about our friends close to the anti-militarist movement, it's just that many people have disappeared or are unlocatable on the coast and around the surrounding area of Concepción.

The state is upping the ante:

a different companero to the email above, writing yesterday (?)

La Idea squat evicted and demolished

Around 12 noon the Special Police Forces entered La Idea squat under the pretext of recovering stolen goods.

However, and curiously, a digger also showed up with them which is currently [at the time of writing] demolishing the building on the orders of the municipality.

Unlike the other searches, the corporate press did not show up, and it is assumed that the public prosecutor is inside awaiting those in charge of the property in order to charge them for the supposedly stolen goods.

In the afternoon, they proceeded to demolish the house as dictated by the municipal order, without it having been first examined by technical experts.

Not sure how much this would impact on the proposal in the above email to use the social centres as nuclei for aid distribution. I'm presuming that La Idea is in Concepción. More info will be forthcoming.

"La Idea" is in Santiago, in an old neighborhood. Another evict in Chile: "Odio Punk squat" (Valparaíso)

Translation of an article in Italian posted on the hommodolars site. I'd say there's an anti-social side to some of the looting which I don't think the article really deals with.

http://www.hommodolars.org/web/spip.php?article3008

Turning the Class Society into Ruins and Rubble

After accumulating tension for 25 years, the tectonic plates where the territory called Chile is located released an enormous amount of energy, which for humans amounts to an earthquake, a natural disaster.

We do not live in just any society, but instead capitalism, the most extreme and concentrated form of class society. Disasters may very well come from natural forces. Their effects are not natural, but instead social.

The social disaster, which in itself constitutes the function of the commercial economy, becomes evident in these cases. It is not the homes of the bourgeoisie that crack and fall. It is not the families of the bourgeoisie that are left without basic needs. It is not our masters that remain out of communication, and basically without possibility to transport themselves in the shitty cities where the public transportation plays a disciplined role and transports human merchandise.

Urbanism is not innocent. The effects of the earthquake are indebted to conscious decisions of a certain section of industry—which the political powers accommodate as good class representatives—and the deliberate regulations and plans of the state. They are responsible for the fact that many proletarians have been literally left with only the clothes on their back.

While the business owners responsible for the structural failure and collapse of buildings recently constructed just might receive some judgement and fines in civil courts, the proletarians are treated as delinquents with police repression. The media criminalizes the proletarians, breaking from the normal roles that the state reinforces, expropriate the merchandise that all salaried people produce directly and indirectly. How long will we just sleep, ride the bus, and watch television, while we are increasing the value of capital? Everyone interviewed by the media has said that the most important thing is life, and all of the material things can be replaced. This is entirely logical. It is justified and necessary that we reclaim our lives through the direct appropriation of goods in the supermarkets, pharmacies, and other temples of commercial society.

The repressive apparatus of the state is at the point of being overwhelmed by the mass of people dedicated to the expropriation of the expropriators. In the city of Concepción, they have been obligated to tolerate a certain level of looting. The dogs of the bourgeois press have invented new divisive lines between people who appropriate products of basic need and people who empowered themselves to other types of “unnecessary” products. Without realizing it, they draw attention to the distinction between real human needs—that capital systematically ignores—and the superfluous well-being of which the creation, promotion, and distribution uselessly require the energies of countless proletarians. If this distinction is real, we insist that in the moment of crisis and collective action this is not of importance. The proletarians dedicated to expropriation have the perfect right to loot from capital a share of the appreciation that they estimate imperative to directly satisfy their needs and desires.

The most painful spectacle is the good citizens that long for the businesses to open their doors to be able to spend money and buy merchandise, because they do not want to “steal.” What happened to the wise saying in popular culture that states, “the thief who steals from the thief receives 100 years of pardon?”

Instead of using all of their abilities to rescue victims, the armed forces shows it’s clumsiness and bad faith. The armed forces communicated that there was no risk of tidal waves at the very same moment that they were occurring. The armed forces wants to repress the looters. They have sent a large amount of their forces to seek and recapture people who, being a part of the 55,000 prisoners in Chile, have taken advantage of the confusion and structural damages in order to escape from the dungeons of the state. Through this effort, the Chilean state has increased the number of earthquake victims with some comrades that have been executed in the streets simply for being faithful to their idea of freedom.

In this moment, we say to the proletarian anti-capitalists that we should strengthen our communication networks and mutual aide. We will not tire in bringing attention to the profoundly social nature of the disaster, participating directly in the activities that help create communities in struggle, appropriating use value, and attacking the state and capital. From a historic perspective, we know that, just like in the earth, social fabric is building tension that must bring us to a great and imminent insurrection. It is social seismology, which is to say, class struggle.

Capitalism is the catastrophe!

Long live the looting and direct action against the state and capital!

Reclaiming our lives, preparing the next insurrection!

Poor are the last to get aid amid class war in Concepción
(report in the Times)

Class war has broken out in the city that bore the brunt of the Chilean earthquake and tsunami and the wave of looting that followed. Aid has just arrived in Concepción but it is the rich who are being fed first.

“The first food deliveries were for the middle class, because the lower class had been stealing from the supermarkets,” said Carlos González Sánchez, the Cabinet chief of the municipal council.

“The focus of the looting was small bands of thieves from the poblaciones [poor neighbourhoods]. The curfew has had a good result. The situation is now under control.”

Nevertheless the poor must wait their turn. “On the first day 13,000 plastic shopping bags of supplies — rice, vegetables, oil, cereal, nappies, milk and coffee — were delivered to middle-class areas,” Mr Sánchez said.

A companero is telling me that Ramon Ramon social centre in Santiago is acting as a refuge for people - "principally immigrants" - who have lost their homes in the earthquake.

Also, just to briefly summarise what Jorge posted above, a squat in Valparaíso has been evicted and trashed by members of the Chilean Communist Party, claiming that it had "dangerous materials" inside. This was done in front of the media and their local representative, while Party members prevented the squat's residents from retrieving their belongings. Not sure of the context or whether this is related to the earthquake.

Another death at the hands of the military in the curfew in Concepción on Sunday night:

One person has been shot dead during the curfew imposed by the Chilean political caste. This was on Sunday night in the city of Concepción, in one of the worst hit zones following the earthquake last Saturday.

Once again, it was Rosende [Deputy Minister for the Interior] who imparted the news to us, with his same old hard face. It was during a situation of public order [he says]. Rosende said that in Chiguayante (on the outskirts of Concepción), "there were some shots and the police took control of the area. One person passed away, but there was no looting - neither of businesses nor people's houses". Once again, it is justified with the defence of private property - small businesses in particular - while the population, completely defenseless, continue to wait.

The local press have attempted to obscure the incident, dressing it up as a "riot", while the local police chief termed it as a "police incident", going on to say that "the police would investigate and clarify the case". Once again, impunity.

At the time of writing, we still haven't found out the assassinated's name. We live in the hope that regional human rights groups might shine light on this story, one which we consider to be [one of various] new abuses with old methods, once again obscured behind a "curfew".

EDIT: This appears to be from the Sunday before last, since the Rosende character was part of the Bachelet government which handed power over on the 11th.

This passage in an article by the MIR (Movimiento de Izquierda Revolucionaria), written shortly after the earthquake, suggests a direct link between the military intervention and a meeting between government and representatives of the major supermarkets.

Jacqueline van Rysselberghe (UDI), mayor of Concepción, was asking for the military intervention from early on, as was the president elect, Sebastián Piñera. Sometime later came the arrival at the La Moneda palace of the director of Supermercados del Sur, Gonzalo Dulanto, the general manager of D&S Wal-Mart (Líder), Enrique Ostalé, Horst Paulmann, owner of Cencosud (Jumbo) and a representative of Unimarc. As if by the art of magic the government decided to declare a State of Catastrophe, which is a state of exception that permits the suspension of constitutional guarantees and fundamental rights, without the need to ask for the approval of Congress, at the same that the Ministry of Defence reported that a force of 10,000 troops would be mobilised.

Those logistical resources, which for more than 12 hours were not available for the victims of the earthquake, were released to protect the interests of business and "order" within the limits of the centre of the city of Concepción. Not one soldier will be sent to defend the few goods of the poor, at the mercy of the lumpen in the poblaciones, or to repress the speculators.

The government of Bachelet, in this way, doesn't just end up being the most repressive of all the governments of the Concertación, or being the government which facilitated the return of the right to government, but also ends up handing control of the regions of Maule and Biobío to the military and imposing the first curfew since the start of the transition to restricted democracy, a measure which will be in force in the region of Bíobío between the hours of 21:00 and 6:00.
